FGWA 2025 Slate of Board Candidates

The FGWA Nominating Committee is pleased to present the following slate of officers for your consideration. These individuals completed their application prior to the deadline of January 5th.  All applications were reviewed to ensure they were completed in its entirety.  Applications were then sent to the FGWA Board of Directors for review and approval.  As of the January 5th deadline, 6 applications were received and 5 of those applications were approved to be presented to the membership. 

Election will take place at the Annual Business Meeting held in conjunction with the Annual Convention and Trade Show on Thursday, May 29, 2025 from 1:15 PM - 2:55 PM. 

Per the FGWA Bylaws, the delegates are responsible for electing all Directors to the FGWA Board. The Board of Directors is responsible for electing the Officers to the FGWA. Since there are 5 candidates for 5 open seats, a slate will be presented for approval. If you are a voting delegate, it is your responsibility to view the files below and be prepared to vote at the meeting.

Candidates were asked to submit a headshot and bio.  If the candidate submitted these files, they are shared below for your review. Candidates are listed below in alphabetical order.


Bob Lilland – Franklin Electric (INCUMBENT) 

Bob is a third-generation water well contractor, serving the industry for 35 years. Bob has held a Water Well Contractors license for over 20 years. He was the owner of Blue Water Pump Service in Tampa, FL for 15 years. Currently, Bob is a Field Service Engineer for Franklin Electric, for over 6 years. Bob’s job consists of assisting contractors in the Florida, Georgia, Alabama and the Caribbean Islands, with issues with water well pumps, starters, VFD drives, solar, etc. Bob also does training seminars to help educate contractors with installation and troubleshooting of these products.

Previously Bob served as the President of the West Coast Chapter of the FGWA for 4 years and on the board of directors for over 12 years. Bob is currently on the Board of Directors for the Florida Ground Water Association and the Manufacturer Board for the National Ground Water Association.

Dan Ringdahl – Florida Design Drilling LLC (INCUMBENT) 

Daniel Ringdahl is a seasoned professional with a rich legacy in the well-drilling industry. As the CEO of Florida Design Drilling LLC, he brings over 45 years of experience, including 35 years dedicated to the state of Florida. Daniel hails from a long line of well drillers, being a proud third generation well driller. His extensive knowledge includes drilling for a wide range of applications, such as public water supply wells across various aquifers, deep injection wells, ASR (Alternative Water Supply) wells, and numerous types of monitoring wells.

Throughout his career, Daniel has gained proficiency in various hydrogeological testing methods, including aquifer tests, single and dual packer testing, coring, mechanical integrity testing, and well acidization. In addition, he is well-versed in multiple drilling procedures, such as mud rotary, cable tool, reverse air, straight air, straight water, and the use of biodegradable fluids.

Daniel's commitment to excellence and sustainability in water resource management has made him a respected figure in the industry. His passion for well drilling and dedication to quality has positioned him as a leader, contributing significantly to the growth and development of water supply systems in Florida. Under his guidance, Florida Design Drilling LLC continues to thrive, providing reliable and innovative well-drilling solutions to meet the needs of their clients.

Daniel currently serves as the Vice President of the Florida Ground Water Association.  Daniel is a licensed Water Well Contractor.


Jeremy Skinner – Earl’s Well Drilling & Pump Service, Inc. 

With nearly 30 years of hands-on experience in the well drilling industry, Jeremy Skinner is a dedicated professional with a deep-rooted passion for groundwater systems and water quality. As the owner of Earl’s Well Drilling and Pump Service, Jeremy carries forward the proud legacy of his grandfather, Earl Muffett, an honest and hardworking entrepreneur who built the company on integrity, quality, and service.

Earl’s Well Drilling has been a trusted name in the industry since 1968, serving Marion and surrounding counties with expertise in commercial, agricultural, and residential well drilling, pump services, and water filtration systems. Growing up in the family business, Jeremy knew from a young age that he wanted to follow in his grandfather’s footsteps. His lifelong commitment to ensuring safe, clean, and reliable water for his community reflects the values instilled in him from an early age.

In 2019, Jeremy purchased the company from his uncle and grandfather, officially becoming the third-generation owner. Under his leadership, the company continues to evolve while upholding its strong reputation for quality workmanship, innovation, and customer-first service. With a comprehensive understanding of well construction, water treatment, and pump systems, Jeremy has become a respected expert in the field. His technical knowledge and hands-on approach make him a valuable asset to the groundwater industry.

Beyond business, Jeremy is a dedicated community supporter. He actively contributes to organizations such as Interfaith Emergency Services, the Marion County Youth Fair, and Saving Mercy, believing that giving back is just as important as the work he does every day.

At his core, Jeremy is a family man. His four children — three boys and one girl — are the heart of his life. Whether it's cheering them on at sporting events or spending time together after a long day, Jeremy prioritizes his role as a father just as much as his career.

With his extensive experience, technical expertise, and unwavering dedication to water safety and quality, Jeremy is committed to the continued advancement and responsible management of Florida’s groundwater resources for generations to come.


Wayne Smith – Custom Drilling Services, Inc. (INCUMBENT) 

Wayne D. Smith is a professional drilling contractor licensed in four Southern states.  As a third generation drilling contractor, Wayne is a proud graduate of the University of Illinois-Springfield with a Bachelor of Arts degree in Economics. Over the years he has earned further advanced degrees in the drilling industry school of Hard Knocks. Wayne and his wife Lynne, of 35 years, own and run Custom Drilling Services, Inc. and NUCO Pump & Well Services, LLC from Mulberry, Florida.

Prior to launching a drilling company in Florida, Wayne grew up and worked for Smith Drilling Company, Inc., an oil and gas contract drilling firm, with operations in IL, IN, KY, and WV.  His first job was in “management” in charge of a putty knife, paint scraper, and wire brush when he was cleaning oilfield equipment. His employment later evolved into working with production crews laying flow lines, repairing leaks, setting tanks, and oilfield plumbing. Once driving he began moving oilfield equipment and providing dozer support for rig moves. When Wayne started his professional career at Custom Drilling Services, Inc., decades ago, they enjoyed many successes and achievements over the last 35 years, most of which includes working with many dedicated, multi-decade employees.

Beyond his professional accomplishments, he says his single greatest achievement is celebrated by his marriage to his wife Lynne and working together every day. Following that would be their two children, now in their 30’s, who have made their own progress professionally.

In his personal time, Wayne enjoys private flying, US and International travel, shooting competitive sporting clays, fishing, and hunting. When not engaged in any of the earlier activities they find themselves watching the East coast sunrises together and relaxing. Their life journey together is still young with many mile posts ahead.


Mike Ward – Clyde’s Well Service, Inc. (INCUMBENT) 

Mike Ward is the owner of Clyde’s Well Service in Northwest Florida and has been a licensed contractor for over 26 years.  Mike is a Past President of the Florida Ground Water Association, currently still serving on the FGWA Board of Directors for over 20 years.

Mike is chair of the FGWA Rules and Regulations Committee, Continuing Education Committee, and Bylaws Committee. Mike is also a dedicated member of the Florida Department of Environmental Protection Workgroup, representing the interests of the association and water well contractors in Florida.

Mike was recently elected to the National Ground Water Association’s Contractor Division Board of Directors.
